School Board Looking at Revising Within District Transfer Policy
The Sioux City Community School District’s school board is looking at revising the within district transfer policy starting for the 2008-09 school year.
Under the school board’s proposal families could request for transfer to (1) accommodate child care arrangements for grades K-5 within their feeder system; (2) for bona fide health and safety reasons; (3) to ensure continuation of education through a particular attendance center; (4) to enable younger siblings to attend the same attendance center, when both students be in attendance at that building in the same year; or (5) upon administrative initiated recommendations for at-risk students.
The major change to the policy is in regards to child care. Under the revised policy, students would only be allowed to request for child care for elementary grades (K-5), and the request must be made for a school within their feeder system of their residence (East, North, West).
If a transfer is approved for any of the above reasons, the student will only be granted a permit which will allow them to remain in the new attendance center for the remaining grades offered at that center, unless it is revoked sooner. For example if a student attends a grade school outside of their feeder residence, they will be expected to attend the middle and high school in their feeder residence.
The district has had a within district transfer policy for over twenty years. It is maintained to project student enrollment on a long-range basis, as well as enhancing equity in academic and activity offerings, performance, and competition, while at the same time offering parents some flexibility in determining the attendance center for their children.
